The honest headline answer: a standard South African home takes roughly 8 to 10 months on site to build, plus several months of pre-construction before a brick is laid. Our reference programme runs to 34 weeks of construction, which is just under eight months, with the longer end of the range absorbing the rain delays, late material decisions and variations that hit almost every project.

Put together, from the day you brief an architect to the day you hold the keys and the occupation certificate, a realistic total elapsed time for most owners is 10 to 14 months. Anyone promising a finished house in "four months" is either quoting a tiny structure, ignoring pre-construction, or about to disappoint you.

This guide splits that time honestly into the two halves that owners routinely confuse: the pre-construction lead time (design, council plan approval, tender), and the on-site construction itself. We walk through the full 34-week programme phase by phase, flag the seasonal traps, and show you how to read a programme of works and hold your builder to it.

The two halves of a build

Most disputes about "how long" come from owners measuring only the on-site half while the builder measured only the pre-construction half, or vice versa. Be deliberate about both.

  • Pre-construction is everything before mobilisation: concept design, working drawings, engineer's sign-off, the council plan approval queue, and tender. Allow around 10 weeks of design before you submit, then the statutory approval clock.
  • On-site construction is the 34-week programme below, from site mobilisation to handover.

These two halves overlap a little (you can tender while approval is still in the council queue), but you cannot start building legally until your plans are approved, not merely submitted. That single rule is the most common cause of a stalled start.

Pre-construction: the lead time owners underestimate

Our reference programme uses negative week numbers for the pre-construction phases, counting down to week zero (the day site work starts). Here is exactly how they sit.

A few things to read off that table. Design and approval overlap: you submit your drawings partway through the design phase and the council clock starts while your team finalises details. Tender overlaps both, so you are selecting a builder while approval is still pending.

On the statutory approval timeline, the National Building Regulations give the local authority 30 days to decide on plans for buildings under 90m2, and 60 days for anything larger. That is the legal maximum the Act allows, not a promise. In practice, our approval data shows the metros running 8 to 14 weeks for approved building plans once you account for scrutiny queues, comment cycles and resubmissions. Plans must be drawn and submitted by a SACAP-registered draughtsperson or architect.

If your stand needs more than a vanilla plan submission, add lead time:

  • Zoning certificate / land-use confirmation: 1 to 3 weeks, confirming coverage, building lines, FAR and height.
  • Consent, departure or rezoning (if you exceed coverage or building lines): 3 to 6 months at the town planning tribunal. This can dwarf everything else, so check it first.
  • Heritage approval (property over 60 years or graded): 6 to 12 weeks through SAHRA or the provincial heritage authority. Mandatory in the Cape Town heritage overlays, Tulbagh, the Stellenbosch core and similar.
  • NHBRC home enrolment: 15 working days from submission. The enrolment certificate must be on site before the first stage payment.
  • Environmental authorisation (above 1ha disturbance, near a watercourse, or on listed soils): 3 to 9 months. Rare for an infill plot, fatal to your timeline if it applies.

For a clean suburban stand with no consent, heritage or environmental triggers, budget roughly three to four months of pre-construction: about 10 weeks of design running into an 8 to 14 week approval queue, with tender slotted in. For anything that touches rezoning or environmental approval, think in additional quarters, not weeks.

On-site construction: the 34-week walkthrough

This is the typical residential build programme we use across the planning tools, structured for South African seasons. The weeks are elapsed weeks from the start of site work, and the phases deliberately overlap, which is how real sites run. The groups move you from structure to envelope to finishes to handover.

Structure (weeks 1 to 11)

The first two weeks are site mobilisation: establishing the boundary, site ablutions, temporary water and power, and confirming the NHBRC enrolment is in place. No first stage payment should leave your account until that enrolment certificate is on site.

Foundations and slab run weeks 2 to 5 and are engineer-supervised. Get the engineer to sign off the foundations before any backfill goes in. This is also the phase most exposed to weather: in summer-rainfall regions, a wet spell turns the excavation into a problem and the foundation programme is where the first delays usually appear.

Walls to wall plate is the longest single structural phase, weeks 5 to 11, and the pace is governed by a number worth memorising: roughly 1 metre of vertical brickwork per week per gang. If your design is double-storey or your bricklaying gang is under-resourced, this is where weeks quietly disappear. Want to go faster? Put a second gang on, do not push the existing one to skimp on coursing or DPC.

Envelope (weeks 11 to 18)

Roof structure and cover runs weeks 11 to 15, and the single most important sequencing decision on the whole programme lives here: close the roof before the rainy season hits. A weathertight roof protects every wet trade that follows.

From here the phases overlap heavily. Plumbing and electrical first fix starts as early as week 12 and runs to week 18, with a first-fix inspection by the local authority that you must not paper over. Windows, doors and ceilings (weeks 14 to 18) overlap directly with the start of plaster, and the notes flag the obvious risk: sequence carefully with plaster, there is a schedule clash risk. This overlap is real productivity, but it needs a foreman actively managing who is in which room.

Finishes (weeks 16 to 33)

This is the longest stretch and where most overruns accumulate. Plaster, screeds and waterproofing (weeks 16 to 22) are the wet trades that drive everything else: tiling, painting and second fix all wait on them to cure. Rushing the dry-out to chase a date is how you get callbacks.

Tiling and built-ins (weeks 22 to 28) depend on sample boards approved in writing before installing. Paint and second fix (weeks 26 to 31) is where corners get cut: insist on two undercoats and two top coats, anything less is a red flag. Driveway, fencing and landscaping (weeks 28 to 33) are often deferred when budgets tighten, so keep money aside rather than letting these slip into next year by accident.

Handover (weeks 32 to 34)

The snag list and sign-off (weeks 32 to 34) is best walked with a neutral building inspector if you can afford it, not just the builder who built it. Finally, the occupation certificate and handover (weeks 33 to 34) close the job. Do not accept handover without the OC in hand: it is the document that makes occupation legal and the bank requires it for the final bond drawdown.

Seasonal effects: build with the weather, not against it

South Africa has two rainfall patterns, and your build calendar should respect whichever one you are in.

  • Summer-rainfall regions (Gauteng, most of the interior, KZN, the eastern provinces) get their rain roughly October to March, often as afternoon thunderstorms. The vulnerable phases are foundations and the period before the roof is closed. Ideally, you want earthworks and foundations done in the drier winter months, and the roof closed before the storms arrive.
  • Winter-rainfall regions (the Western Cape and the south-western Cape) get steady, soaking rain roughly May to August. The same logic applies, flipped: avoid casting foundations into the wet winter, and aim to be weathertight before it sets in.

The two phases that genuinely stop for rain are foundations and slab (mud, flooded trenches, concrete that will not cure) and any open-roof work. Once the roof is on and the structure is weathertight, rain costs you far less, which is exactly why "close the roof before the rainy season" is the most repeated piece of programme advice in the trade.

The biggest causes of overruns

In our experience, a 34-week programme slips into the 40s for a predictable handful of reasons. None of them are acts of God.

  1. Late material decisions. The single most common cause. If you have not chosen and ordered tiles, taps, the kitchen, doors and sanitaryware well before the finishes phase, the site waits on you. Imported or special-order items with long lead times are the worst offenders. Decide early, approve sample boards in writing, and order ahead of need.
  2. Wet-trade sequencing clashes. Plaster, screeds and waterproofing drive the entire back half of the programme. Tile too soon onto green screed, or paint before plaster has cured, and you get callbacks that cost weeks. A good foreman protects the cure times even under pressure to finish.
  3. Variations. Every "while we are at it" change to an approved design has a time cost as well as a rand cost. Move a wall, add a window, upgrade a finish, and you ripple through the programme. Variations are not free time, even when the builder absorbs the labour.
  4. Contractor cash flow. The quiet killer. A builder running thin on working capital slows down, leaves to chase another deposit, or struggles to pay material suppliers. This is why stage payments and a JBCC-style schedule matter, and why an excessive upfront deposit is a warning sign rather than a convenience.

How to read a programme of works and hold a builder to it

A programme of works (a Gantt chart) is not optional paperwork. It is the document that lets you measure progress and, if it comes to it, claim damages for delay. No programme means no baseline, which means no leverage.

When you receive one, check that it:

  • Names start and finish dates per phase, not just a single end date. The 34-week structure above is your sanity check: if a builder shows brickwork finishing in two weeks, ask which superhuman gang is laying four metres of vertical brick a week.
  • Shows the overlaps honestly. First fix overlapping walls and plaster, finishes stacking up: a flat, non-overlapping bar chart usually means nobody has thought it through.

  • Identifies the critical path. Foundations, walls, roof and wet trades are usually the chain that the finish date hangs on. Delays elsewhere have slack; delays on the critical path move handover.

To hold the builder to it, agree the programme in writing as a contract annexure, hold a short site meeting against it on a fixed weekly rhythm, and minute the actual-versus-planned position each time. When a phase slips, you want it surfaced in week two, not discovered at month six.
